PROJECT SUMMARY

MOMENTUM Safe Surgery in Family Planning and Obstetrics is a USAID-funded program initiated in September 2020 and active through September 2025. Through a consortium of partners led by EngenderHealth, this project expands awareness of, equitable access to, and appropriate use of quality, voluntary surgical maternal health (MH) and family planning (FP) services that are essential to reducing maternal and newborn mortality and morbidity and promoting reproductive health (RH). MOMENTUM Safe Surgery in Family Planning and Obstetrics focuses on surgical obstetric care, including safe and indicated cesarean delivery (CD) and peripartum hysterectomy; prevention and treatment of obstetric and iatrogenic fistula; and voluntary long-acting reversible contraceptives and permanent methods (LARCs/PMs). In Burundi, MOMENTUM Safe Surgery in Family Planning and Obstetrics builds on EngenderHealth’s long history of successful program implementation with government and civil society partners, including the USAID Fistula Care and Fistula Care Plus, Burundians Responding Against Violence and Inequality (BRAVI) and Gir’iteka (as sub to local partner SWAA-Burundi) projects.

JOB SUMMARY

Reporting to the Country Representative/Country Project Manager, Burundi, the Specialist – Social and Behavior Change Communication (SBCC) will provide strategic guidance and set specific communication objectives for MSSFPO Burundi project and monitor the project’s achievements. The incumbent will develop and operationalize SBCC strategies and monitor the rollout of high-impact interventions for behaviors relevant to GBV, Surgical Family Planning and Obstetric care, and fistula prevention, screening, management, and social reintegration. 

ESSENTIAL FUNCTIONS  

  • Provide strategic guidance and set specific communication objectives for the MSSFPO project in Burundi
  • Develop and operationalize culturally relevant SBCC strategies including production/adaptation of materials, in collaboration with the government and other key partners, for individual behavior change, collective action, and policy advice and monitor roll out of high-impact interventions for behavior relevant to GBV, RMNCHA and COVID.
  • Provide technical support towards the development and implementation of holistic SBCC interventions across the project provinces and in project technical areas as described above in the job summary.
  • Knowledge management and documentation around evidence for different SBC approaches adopted for GBV, Surgical Family Planning and Obstetric care and fistula prevention, screening, management, and social reintegration
  • Together with the project team, Explore and establish partnerships with the government to facilitate the development/adaption of existing platforms for effective interpersonal communication and community mobilization
  • Provide support to the project teams in strengthening/institutionalizing the M&E framework and tools, including supportive supervision and data collection for SBCC activities.
  • Support in developing/adapting any available job aids for youth champions, male champions, and community health workers/leaders for project activities.
  • Support in developing case studies, policy briefs, and other documentation based on learnings from community-based interventions.
  • Oversee the production and implementation of multi-media initiatives as necessary
  • Support the development of proposals and concept notes for business development.
  • Undertake other assignments, which may be assigned from time to time by the Supervisor.

REQUIREMENTS

Must possess the following requirements.

  • Post Graduate university degree in social/behavioral sciences with emphasis on strategic communication planning for behavior development, social mobilization, participatory communication
  • Minimum ten years of progressively responsible professional work experience in the development, planning, and management of social development programs with practical experience in the adaptation and application of communication planning processes to specific programs
  • Familiar with gender, adolescent, and social inclusion issues; particularly of socially excluded communities.

ESSENTIAL SOFT SKILLS

  • High level of ability to negotiate and enhance strategic partnerships
  • Demonstrated ability to work collegially with community groups, other technical staff, experts, and counterparts from the public, private, and NGO sectors
  • Exceptional interpersonal communication, and teamwork skills.
  • Ability to operate in a fast-paced environment and to deal with a variety of individuals from various socio-economic, ethnic, and cultural backgrounds

PREFERRED SKILLS, ABILITIES AND FUNCTIONS

  • Report writing and documentation skills
  • Excellent oral and written communication skills in English, French, and Kirundi
  • Ability to be highly engaged in social media
  • The position also requires basic knowledge and should have familiarity with the GOB Family Planning service facilities and adequate knowledge about the MNCH, RH/FP current situation in Burundi including existing interventions and good collaboration with local partners and institutions
  • Skills in using electronic/ digital technologies, media, and other communication tools to increase awareness of fistula prevention and seeking care/treatment
  • Ability to conduct interviews, record, and report findings, and work without close supervision
  • Computer skills with MS Word and MS Excel essential. Knowledge of software such as SPSS, Stata, and MS Access, is desirable
  • Excellent written and verbal communication skills in the English language.
  • Ability to travel 30% to 50% time
