ABOUT THE ROLE
The Senior Supply Chain Manager is responsible for developing and implementing a supply chain strategy that aligns with Amazi Water’s mission and values. This role involves overseeing procurement, transportation, distribution of materials from international and local suppliers into the warehouse, managing supplier relationships, negotiating contracts, and ensuring cost-efficiency, ethical practices, and performance delivery. He/she will work closely with the Operations Support Director to ensure alignment and coordination across all functions. The Senior Supply Chain Manager will collaborate with the Senior Leadership Team (SLT) and other departments to ensure supply chain activities support organizational objectives, mitigate risks, and optimize processes. He/she includes managing the procurement budget, leading and mentoring the team, establishing performance metrics, and fostering continuous improvement aligned with Amazi Water’s commitment to providing clean water across Burundi. Following the successful completion of the probation period, the Senior Supply Chain Manager will have acting responsibilities in the absence of the Operations Support Director.

Duties & Responsibilities
1. Strategic Supply Chain Management:
•    Develop and implement a comprehensive supply chain strategy aligned with the organization’s mission and operational goals.
•    Oversee all supply chain functions including procurement, transportation, and distribution of materials from regional and international suppliers.
•    Collaborate with SLT to align supply chain activities with the broader strategic goals of the NGO.
2. Supplier Relationship and Contract Negotiation:
• Identify and develop strategic relationships with key reliable regional and international suppliers and vendors.
•  Negotiate high-level contracts and agreements with suppliers, ensuring favorable terms, cost savings, and quality standards.
•  Perform supplier audits and monitor performance to ensure compliance with quality standards, timelines, and ethical sourcing policies.
•  Ensure that supply chain processes follow ethical and transparent practices, in alignment with Amazi Water’s values.
3. Organizational Demand Planning and Coordination:
•  Oversee planning and coordination with other departments in Operations and Operations Support to set priorities and ensure effective allocation of resources.
•  Forecast organizational demand based on departmental needs, past procurement data, and future projects.
•  Support the procurement department in prioritizing strategic sourcing.
•  Maintain accurate records and track shipments to ensure visibility across the entire supply chain.
•  Collaborate with Operations and Warehouse managers to optimize stock levels and minimize stock-outs and storage costs of materials in transit.
4. Compliance and Continuous Improvement:
• Ensure compliance of supply chain policies and procedures with donor requirements.
•  Provide supply chain data analysis to propose continuous improvement plans for procurement and inventory management on this basis.
•  Ensure that the quality and quantity of goods purchased are delivered on time, informing the programs and requesting department of any problems that may lead to late deliveries.
•  Oversee the process of obtaining customs clearance and VAT exemptions.
•  Lead the annual supply chain assessment process and implement the corrective action plan.
5. Risk Management and Strategic Decision-Making:
•  Proactively identify and assess supply chain risks, including geopolitical, economic, and environmental factors, and implement strategies to mitigate these risks.
•  Develop and enforce procurement SOPs and policies that align with Amazi Water’s core values.
• Make high-level, strategic decisions on supply chain disruptions, vendor management, and process optimization.
•  Develop contingency plans and ensure rapid response capabilities for emergency scenarios impacting supply chain operations.
6. Team Leadership and Development:
•  Lead and mentor the supply chain team, including the Procurement and the Warehouse teams providing guidance on performance, career development, and team building.
•  Ensure capacity-building of the team by fostering an environment of continuous learning and process improvement.
7. Budget and Financial Oversight:
•  Oversee the procurement budget, ensuring cost-efficiency and alignment with Amazi Water’s financial goals.
•  Ensure that resources are allocated effectively to meet the needs of the organization’s operations and projects.
•  Drive cost-saving initiatives and report financial performance to senior leadership.
8. Performance Metrics and Reporting:
•  Establish key performance indicators (KPIs) and oversee the collection of data to evaluate the efficiency of the supply chain.
•  Provide strategic insights and reports on supply chain performance to the SLT.
•  Evaluate the impact of supply chain operations on project outcomes, identifying areas of improvement to enhance program delivery.

QUALIFICATIONS

  • Bachelor’s degree in Supply Chain Management, Business Administration, Logistics, or a related field. A master’s degree or relevant certifications is a plus.
  • At least 8 years of experience in supply chain management, procurement, or logistics, preferably in a humanitarian or NGO context.
  • Direct experience in international procurement in the region and worldwide.
  • Familiarity with relevant regulations and compliance requirements, particularly in humanitarian and development sectors.
  • Proficiency in MS Office and ERP software (e.g., SAP, Oracle, Sage).
  • Certification in supply chain management (e.g., APICS, CIPS) is an added advantage.
  • Experience in operations, production or manufacturing is desirable.
  • Fluency in English and French is required. Knowledge of Kirundi and/or Swahili is preferred.
