PROJECT SUMMARY

MOMENTUM Safe Surgery in Family Planning and Obstetrics is a USAID-funded program initiated in September 2020 and active through September 2025. Through a consortium of partners led by EngenderHealth, this project expands awareness of, equitable access to, and appropriate use of quality, voluntary surgical maternal health (MH) and family planning (FP) services that are essential to reducing maternal and newborn mortality and morbidity and promoting reproductive health (RH). MOMENTUM Safe Surgery in Family Planning and Obstetrics focuses on surgical obstetric care, including safe and indicated cesarean delivery (CD) and peripartum hysterectomy; prevention and treatment of obstetric and iatrogenic fistula; and voluntary long-acting reversible contraceptives and permanent methods (LARCs/PMs). In Burundi, MOMENTUM Safe Surgery in Family Planning and Obstetrics builds on EngenderHealth’s long history of successful program implementation with government and civil society partners, including the USAID Fistula Care and Fistula Care Plus, Burundians Responding Against Violence and Inequality (BRAVI) and Gir’iteka (as sub to local partner SWAA-Burundi) projects.

JOB SUMMARY

The Monitoring, Evaluation, and Learning (MEL) Specialist is responsible for overseeing the monitoring, evaluation, and learning strategy for the MOMENTUM Safe Surgery in Family Planning and Obstetrics projects in Burundi and providing up to 25% remote support to the MOMENTUM Safe Surgery project in Benin. They will directly report to the Country Project Manager in Burundi, and be matrix managed by the project’s Monitoring, Evaluation, Research, and Learning (MERL) Director based in the U.S. and the Country Program Manager in Benin. They will work to include high-quality M&E practices in project-based activities and work plans; ensure that indicators and M&E plans conform to EngenderHealth, donor, and national standards and protocols; and capture, document, and disseminate evidence, lessons learned, and best practices within the project. In Burundi, they will provide on-going support to government, facility, and partner organization staff on assuring data quality and the use of data for decision-making. They will work with MOMENTUM Safe Surgery in Family Planning and Obstetrics partner organizations to facilitate appropriate IRB approvals for research and oversee the management of research consultants, if needed. The position will be based in EngenderHealth’s Burundi Country Office in Bujumbura.

ESSENTIAL FUNCTIONS

  • Support implementation of the Monitoring, Evaluation, and Learning plan for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project in Burundi and Benin, including linking it to the project’s overall results framework, reporting requirements, and relevant performance indicators and leading the development and implementation of a program management plan (PMP). .
  • Develop indicators (output or outcome) to track performance during the life of the Activity that include cross-cutting indicators that track progress across the project
  • Develop and oversee systems for routine M&E activity for the projects in Burundi, and provide remote support to project staff in Benin, including quantitative and qualitative data collection (including possible mobile data collection), quality assurance, and entry of monthly/quarterly/annual reporting on project indicators into project and EngenderHealth DHIS2 platforms and USAID data platforms as required.
  • Prepare initial draft and ensure timely preparation and submission of monthly reporting to the project global team and quarterly reporting to the USAID/Burundi and USAID/Benin
  • Collaborate with country and global project staff on the development of annual workplans, ensuring project data contribute to benchmark development and that M&E activities are included and budgeted for within the Collaborate with the Clinical Specialist(s) in the ongoing collection, review, analysis, and use of project data.
  • Work in collaboration with country and global project staff as well as in-country and global partners as needed to provide input on and facilitate implementation and analysis of practical research studies to measure impact of interventions and assess result information not captured through the routine monitoring systems.
  • If indicated, collaborate with country and global project staff and partners in the design and implementation of evaluation and research protocols, study implementation, and documentation and dissemination of findings including IRB submissions and management of local research consultants as relevant.
  • In Burundi, facilitate regular (monthly/quarterly) analysis and presentation of project data for decision making and monitoring, within the project’s country team and among in- country partners including federal and provincial health representatives, health facilities, and community-based Carry out training or other approaches to increase in-country partner capacity to collect, report, and utilize data for decision- making including training on project indicators.
  • In collaboration with the project’s country and global teams and EngenderHealth’s communications and IRL teams, contribute to knowledge products documenting the project’s activities, achievements, and lessons learned including technical briefs, presentations, and journal articles.
  • Under the direction of the Country Project Manager, initiate and maintain strong ties with all project partners on monitoring, evaluation, and research activities.
  • In Burundi, represent the project at relevant national Technical Working Groups as well as local government and facility meetings.
  • Travel 30% of the time for field-based technical assistance within Burundi

REQUIREMENTS

  • Master’s degree or equivalent in a field related to epidemiology, biostatistics, public health, demography, or other international health and development
  • Minimum 8 years of relevant experience in applying monitoring, evaluation, research, and learning to international health projects, with a minimum of 5 years’ experience in a supervisory/management capacity.
  • Experience working on USAID-funded, large-scale reproductive health programs, including knowledge of donor reporting requirements on family planning/reproductive health interventions is highly preferred
  • Familiarity with Burundi government structures and programs
  • Experience with data visualization and providing technical assistance, such as training or facilitation, in the use of data for decision making with a variety of audiences.
  • Willingness to travel
  • Proven experience and ability designing and overseeing systems for data collection, validation, and analysis.
  • Demonstrated experience in designing and conducting qualitative and quantitative studies grounded in service delivery programs
  • Experience with DHIS2 data entry and dashboards, mobile data collection software
  • Experience with designing and overseeing DQA processes
  • Experience with documentation and production of knowledge products for both qualitative and quantitative M&E activity
  • Excellent written and verbal communication skills
  • Ability to tailor data collection approaches to local needs, interests, and capabilities
  • Ability to convey M&E results to non-technical stakeholders
  • Oral and written professional fluency in English
  • Ability to travel up to 30% within Burundi
